NCCDF is the agent for the Virginia Housing Development Authority (VHDA) in the counties of Nelson, Amherst and Appomattox. We administer 200 rental vouchers to qualifying low income individuals and families that help them find and lease rental properties.
Our waiting list is currently closed. VHDA determines when our waiting list will be opened and will notify us. We will put notices in the newspapers and at the social services offices in addition to adding it to this site. Once the list is opened, interested parties should apply using the on-line form. The form is only available online and is only 4-5 questions long. Once you are on the waiting list, you may be offered a voucher if there are any available.
We put a priority on our list for the elderly, the disabled, and those who work and/or live in our service area. Names on the list are sorted by order of sign up and by these priorities. When we have available vouchers, we pull the names from the list in that order. We will send a notification to you that your name has come up and to come in for an Intake Interview. We will give you a list of the documentation you must provide in the interview. We hold the interviews in our offices and they take about 30 minutes. In the interview, we will review the program and you (and all adults over 18 who reside in your household) will sign all necessary papers. In this meeting we will determine your eligibility for the program and if you are eligible, you will be given a voucher.
With your new voucher, you have 60 days to find a place to live. Your current housing may be fine, but you may want to move. When you find a place, you will ask the landlord to sign a form or two; we perform an inspection of the unit, and then you sign a lease. Once this process is complete, you are leased up and in the program. We will have done a thorough examination of your finances and using the VHDA software, determine what your rent will be.
In order to qualify for a Housing Choice Voucher, you must have a gross income that is 80% or less of the area's average household income. The rent you will pay will fall between 30% and 40% of your gross income based on a number of factors including the size of your voucher (in number of bedrooms) and the payment standard for properties in the area.
